State Government issued Warning to Panchayats in State

GOA: The state government has issued a warning to all panchayats in the state to refrain from declaring lockdowns of their areas in view of the covid  situation.

Terming the decision by panchayats as “unauthorised”, the directorate of panchayats in a circular said that only district collectors are empowered to impose a lockdown or demarcate a containment zones under the Disaster Management Act or any other law in consultation with the health department. “the said powers do no vest with any of the village panchayats”, the circular stated.

Overnight, the panchayats, with the exception of a few, had reversed the decision, as the panchayats which had done so were being controlled by the local BJP MLA. However, as the Covid situation continued to see a spike in cases, the panchayats of the affected areas resorted to declaring lockdowns in certain areas in the their jurisdiction.
